From a two-day workshop sponsored by the U.S. Department of Energy, National Association of Regulatory Commissioners, Gasification Technologies Council, and Southern States Energy Board. Developers must demonstrate that their new coal plant is BACT. Offers differring numbers and conclusions based on the perspective of a conventional coal developer and an IGCC commenter.

Concludes that IGCC can be considered BACT under the Clean Air Act in certain circumstances. Describes the BACT process. Makes the following conclusions: (1) BACT is a site by-site decision site decision and information is changing rapidly. (2) Expect even stronger vendor guarantees that address financing and size of IGCC units. (3) Expect IGCC costs to fall. (4) Expect PC permit emission levels to drop substantially over the next two years, narrowing the environmental performance gap between PC and IGCC.
