Powers, responsible for all of AEP's power generation activities, elaborates on AEP's announcement in September 2004 that the company would build at least one commercial-scale IGCC powerplant before the end of the decade.

States that AEP's "core competency" is coal (72% of its 38,000 Mwe) but "changing environmental regulations plus concern about CO2 require something else from coal." AEP believes that "something else" is IGCC.

AEP's current IGCC project concept: (1) proven systems (not an R&D project); (2) up to 1,000 MWe (could well be more than one plant and site); and (3) regulated utility powerplant (rate based, not a merchant plant).
