Hadley, a former UMWA coal miner is a member of the Indiana Utility Regulatory Committee and chair of the National Association of Regulatory Utility Commissioner's clean coal technology partnership (with the U.S. Department of Energy).

Hadley argues for aggressive deployment of coal gasification and IGCC: "Achieving cost effective base load power plants while achieving environmental goals is a possibility with the right choices. IGCC has been demonstrated to utilize a domestic natural resource – coal." Hadley goes on to say that IGCC must be perceived as the "least cost" electric power alternative or IGCC plants "simply won't be built." However, he notes that in Indiana, the words "least cost" are followed by "reasonably possible over the life of the plant."

Hadley's presentation urges supporters of IGCC to rise to the challenge and educate electric power industry decision-makers about the many benefits of coal gasification and IGCC.
